New Shell Storage Policy
SHELL STORAGE POLICY
Composition of Indoor Shells: A mixture of club and private shells should be stored indoors. The officers will make an initial determination on the matter, and any further changes of the composition of inside shells should be recommended to the officers by the equipment maintenance committee. The Officers unanimously agreed that preference should go to club shells since those shells better serve the GCRA mission, but also recognized that some club shells, due to their value, condition, frequent use by novices, and construction material could be stored outside. One of the two Peinert singles and the Buick single shall remain outdoors due to their more durable construction, to the ease of access by novice members, and to the value and condition of the shells. The remainder of club boats currently stored indoors shall remain indoors.
Newly Purchased Clubs Shells Will Have Priority: If GCRA purchases additional shells of a quality, construction and value that they should be stored inside, such shells will take preference over private shells already stored inside owned by members having more than one boat stored inside. If a member’s shell is moved outside for this reason, they will be credited the additional fee they paid for inside storage for that year.
Options and Costs of Storage: Members storing private equipment indoors should pay more for an indoor space. Current indoor storage members have the option to move a shell outside if they don’t want to pay the extra charge for indoor space. Any additional amounts generated by the premium for indoor space will be used to better support GCRA’s mission.
Waiting List: A waiting list will be created and maintained by the club secretary on the GCRA Website for who gets preference to any inside spaces that open up. If a person who has been a GCRA member for at least one year and is in good standing owns a shell that is not stored inside, but would like an inside space, that member will be eligible to be added to a waiting list on a first requested first served basis. All requests to be added to the waiting list must be in writing (e-mail or on paper), must set forth the type of shell (1x or 2x) and submitted to the club secretary. For the initial list, all current members submitting a request to be added to the waiting list will be prioritized in a random fashion (like a lottery). If anyone on the waiting list allows their membership in GCRA to lapse, they will be removed from the list. Members whose boats are moved outside because of the additional purchase of GCRA shells to be stored inside can elect in writing to be added to the list, in which case they will be placed at the top of the waiting list. When an indoor space opens up, the first person on the waiting list with a boat that will fit the space, will be offered the space. That person will have 10 days from the date the space is offered to decide to take the space and pay the increased fee for the indoor space. If they decline the space or the ten days lapse, the space should be offered to the next person on the list and so on and so forth. The Officers may extend the 10 day time-frame for situations where fairness would dictate and extension.
No New Storage Without Permission: Any member considering the purchase of a private shell who wishes to store it on GCRA premises, must first contact the equipment maintenance manager to make sure space exists for the shell.
Minimum Usage Requirements for Indoor Shells: All private owners storing boats indoors must row each shell they store indoors total of twelve times between March 1st and December 31st of that year. When signing out a boat for a row, the owner shall note in the comment section of the log book which shell they are using (e.g. “my single” or “my double”) and the cumulative number of rows in that shell. If any inside storage members do no meet this requirement by December 31st of any given year, they forfeit their inside space if there are people on the waiting list for an inside space.
Private Shells Composition: A current GCRA shell owner who has a shell or shells stored indoors can continue to store the shell or shells if they elect to do so as long as 1) they pay all dues and storage fees by April 1st of every year and do not allow their membership to lapse 2) in all years subsequent to 2004 they met the minimum usage requirements for the previous March 1 to December 31 period, 3) They have fulfilled all GCRA volunteer requirements set forth by the Officers for the prior year, and 4) their shell or shells have not been displaced by newly acquired GCRA shells. The foregoing notwithstanding, in the case of this year only (2005), the April 1st due date for payment of all dues and storage fees will be extended to May 1st.
Opting to Store Boats Outside: Any member who has a boat stored inside, may elect to move his or her boat outside if there is available space. Any member wishing to do so and who informs the Officers before the deadline for the payment of dues, can pay the lower amount charged for an outdoor space. No refunds will be made for people who pay for an inside space and later move to an outside space on their own volition.
